Utah DOPL says its compliance grace period ends with strict enforcement beginning September 1, 2026. A covered fixed-location massage establishment must register to continue operating legally, and each physical location needs a separate registration. The definition includes many locations with multiple practitioners and locations that rent booths or suites to independent practitioners.
What this means
Not every massage setting is covered. DOPL lists exclusions and exemptions for certain sole-practitioner, out-call, school, medical, and other settings. A covered applicant may need proof of the right to occupy the premises, a local business license, corporate registration, ownership and management details, lawful-presence records, photographs, attestations, and criminal-history checks for specified owners, officers, directors, or general managers. DOPL warns that unlawful operation can trigger administrative action and, under the cited provisions, a penalty of up to $10,000 for a single violation or up to $2,000 per day for an ongoing violation.
