Pennsylvania Massage Rules Move to October 15—Still Not Effective
IRRC now lists Pennsylvania's massage endorsement and child-abuse-reporting regulations on its October 15 agenda, replacing the earlier September 17 schedule.
- Do not tell out-of-state therapists that the new endorsement procedure is available yet.
- Track the October 15, 2026 IRRC meeting and the later Pennsylvania Bulletin publication.
- Continue using the Board's currently effective application, education, exam, and renewal requirements.
- Use the correct massage dockets: 16A-727 / IRRC 3445 and 16A-722 / IRRC 3442.

Official context
Pennsylvania's State Board of Massage Therapy submitted its licensure-by-endorsement regulation, 16A-727 / IRRC 3445, in final form on July 21, 2026 and its child-abuse-reporting regulation, 16A-722 / IRRC 3442, on July 29. Although an earlier Pennsylvania Bulletin schedule listed September 17, IRRC's live docket pages and September 15 agenda now place both items on the October 15, 2026 public meeting agenda under 'Deemed Approved.' Each docket is still labeled Final-Form and 'Published as Final' remains N/A, so the agenda category does not mean the regulations are already effective.
What this means
Final-form status is not an effective date. The endorsement project would provide a route for applicants credentialed in other states, territories, or countries. The child-abuse project aligns the Board's rules with Pennsylvania's Child Protective Services Law, including recognition-and-reporting training for licensees who are mandated reporters. Applicants, schools, and licensees should replace the September 17 watch date with October 15, then wait for the actual IRRC disposition, final publication, and effective date before changing compliance instructions.
