The West Virginia Legislature authorized amended Rule 3 CSR 2 through HB 4265. The Secretary of State filing and rule became effective April 24, 2026, with a sunset date of August 1, 2036. The rule applies to instructors in barbering, hair styling, nail technology, aesthetics, waxing, and cosmetology.

What this means

A new in-state applicant must complete a postsecondary teaching-techniques course, hold a high-school diploma, GED, or approved ability-to-benefit test, graduate from a recognized school in the relevant profession, apply and pay the required fees, and pass the Board-approved NIC Instructor examination with at least 80%. The rule's universal-licensure section creates a separate path for a person holding a valid out-of-state instructor certificate, subject to the listed education, standing, age, work-eligibility, health-certificate, application, and fee conditions.
