Official context
The October 19, 2026 Virginia Register notice extends the emergency 18VAC41-20 regulation through April 28, 2027. The notice was filed September 23, 2026. Status: effective. It says final regulations remain under Executive Branch review.
What this means
The extension maintains the existing emergency framework affecting cosmetologists practicing under the Cosmetology Compact. It does not itself grant a multistate license or prove that every member state is issuing one. Practitioners should verify their credential and destination-state authorization. This is separate from Virginia's school-rulemaking notice R27-8310.
