Texas Joins the Cosmetology Compact Framework—but Multistate Licenses Are Not Available Yet

Texas HB 705 takes effect September 1, 2026 and enacts the Cosmetology Licensure Compact framework in new Occupations Code Chapter 1604. The law designates TDLR as Texas's compact administrator and authorizes Commission rules needed to implement the chapter. The compact text also requires review of a state's enactment for material consistency with the model legislation.
What this means
Texas's effective date does not create a usable multistate license on its own. The official Cosmetology Licensure Compact site says the Compact Commission is still building the rules, data system, fees, and other infrastructure and that cosmetologists in member states cannot yet practice through the compact. Texas cosmetologists must continue using each destination state's existing endorsement, reciprocity, or licensure process until the Commission and participating regulators announce that applications and authorizations are available. This development concerns cosmetology; it does not create compact privileges for Texas barbers or massage therapists.
