The New York Department of State adopted amendments to 19 NYCRR §§162.3 and 162.4, effective September 1, 2026. The final adoption notice updates the required curricula for natural hair styling and cosmetology without increasing the total program lengths: natural hair styling remains 300 hours and cosmetology remains 1,000 hours. The Department's live rulemaking page now lists this item under Notice of Adoption, so it is no longer accurate to describe it as merely proposed.
What this means
The revised curriculum expressly expands instruction involving hair and scalp properties, texture and configuration—including curly, coily, kinky, wavy, wiry, and straight hair—density, porosity, elasticity, and related analysis. It also updates natural-hair instruction in braiding, locking, weaving, extensions, textured sets, styling, product selection, and heat-damage prevention. New York schools should map current lesson plans, practical exercises, instructor materials, and student records to the adopted subtopics while preserving the existing total clock hours.
