Official context
Mississippi SB 2566 was approved and effective April 1, 2026. Through December 31, 2026, a cosmetologist, barber, esthetician, nail technician, or instructor with at least ten years of experience whose license has been expired no more than ten years may renew without the otherwise required examination by paying the renewal fee and adjudicated fines and completing applicable continuing education. Beginning January 1, 2027, the no-exam window narrows to licenses expired no more than five years and also requires a delinquent fee for each expired year.
What this means
The law also requires human/labor-trafficking and domestic-violence courses for covered renewals, makes an examination application expire after 90 days, and directs the Board to adopt rules enabling mobile salon/barber-shop licensure by January 1, 2027. That direction does not itself make mobile shops immediately licensable: the future rules must set the geographic distance from the required affiliated permanent shop and other operating details. Anyone using the 2026 restoration window should obtain Board confirmation and complete the filing before the statutory cutoff.
