Indiana Expands Esthetician Scope to Microneedling, Lash, and Brow Services
Indiana HEA 1131 took effect July 1, adding specified lash and brow services and microneedling from 0.3 through 2.0 millimeters to the esthetician scope.
- Keep advanced microneedling training or certification documentation available for an agency request.
- Use the statutory 0.3-to-2.0-millimeter definition when writing scope and service protocols.
- Update esthetics curricula, service menus, consent materials, and infection-control procedures.
- Do not extend this esthetician change to barbers or other credentials that the law does not name.

Official context
Indiana House Enrolled Act 1131 became effective July 1, 2026. The Professional Licensing Agency's Board announcement says the esthetician scope now includes eyelash lifts and tinting, eyebrow lamination and tinting, and microneedling as defined in IC 25-8-2-14.7: a cosmetic procedure using fine needles at a penetration depth of at least 0.3 millimeter and not greater than 2.0 millimeters.
What this means
The law expands what an Indiana esthetician license can cover; it is not permission to work beyond the stated depth or to disregard product, device, infection-control, or other applicable health rules. A person who offers microneedling must provide proof of advanced training or certification when the agency requests it. Employers, schools, and practitioners should therefore keep course and competency records tied to the service rather than relying on the license alone.
